EESAC Meeting Minutes
10/01/15 4:30 p.m.

Update the last month’s meeting minutes.
Motion to approve last month’s meeting minutes (Dr. Riaz) – approved.

Handouts: CASAS Detail by School report (budget) distributed for review/reference.

Roster for EESAC is pending the results of the PTA meeting held on 9/23/15, 09/30/15. Names will be provided once the copies are provided.

SIP Review/Updates
This document has been updated using the feedback from last week’s instructional review. Main Points are as follows:
Literacy: iReady and Phonics Inventory will be used to set goals, sound instructional practice, and differentiated instruction.
Mathematics: Strategy is to use Florida Standards & MAFS to ensure backwards planning, explicit instruction, and cognitive complexity.
Science: Backwards planning and lessons alighed to cognitive complexity of standards.
Attendance: A reformation plan will be used to monitor and motivate. An Early Warning System (EMS) will be set in place.
Motion to approve (S. Johnson) – approved.
We are at the final step to upload to the State of Florida. The School Improvement Plan (SIP) is a live document and is ever-changing. SIP must be submitted before other schools due to Broadmoor’s accountability.

Parental Involvement Plan (PIP): Part of having Title I status requires for the PIP to include data with parent suggestions. Meeting was held on 9/9/15 and at the end of last year. Based on this information, we have the PIP. It is due tomorrow to the State of Florida.

Question (Welch): In the past, parents have been involved in the Hispanic Heritage luncheon and have been invited to have lunch at the school with their child. [Will this be an event this year?]
Answer (Dr. Riaz): It is difficult to allow every parent onto the campus because of the Jessica Lunsford Act. Parents can be allowed only if accompanied by a chaperone. In the cafeteria setting, this is difficult. Some parents do not meet the criteria for the Jessica Lunsford Act. Afterschool activities are therefore a better forum to accommodate parents so that can supervise their children. An example of this is the honor roll ceremony.

RtI (Response to Intervention): Ms. Quintero will speak on behalf of Ms. Maria Y. Rodriquez, Assistant Principal: The staffing are progressing. The State of Florida decided to redefine the verbiage “60 days” to mean calendar days and not school days. Pressure from parents was the driving force behind their decision and as such, all schools are not able to meet their timelines. Testing needs to take place quicker than anticipated before the verbiage was changed. Currently, 10 meetings will have taken place between today and tomorrow.
Question (Moore): Parents have requested to have testing for a child.
Answer (Dr. Riaz): We must follow the RtI process. We can fill in the parent request box. The Leadership Team will review the case and document that it was documented with due diligence.
Comment (Welch): …Can parents to go to pediatrician.
Answer (Dr. Riaz): Although, Attention Deficit Hyperactivity Disorder (ADHD) cases are treated by a pediatrician, the student case must still go through the RtI process. The SST is still required.
Question (Quintero): iReady report for a 4th grader is at 3rd grade level. This is used to write the goals after the RtI process.
Answer (Grisales): There is also a fluency component.
Answer/Comment (Dr. Riaz): This is a slow process. Please submit packets no later than December 1, 2015. Ensure that the interventions are done with fidelity so that packets can be submitted.
Question (Welch): I have student scores that are low and behavior issues. Should these students be referred? Kinder please
Comment (Dr. Riaz): Do not rely on iReady for grade levels. Some of the activities are below grade level.
Comment (Quintero): Clicking and guessing are also factors.

School Operations
The student population at Broadmoor is growing. There is a 3rd grade position opening. Many candidates have been interviewed, but there is a shortage of qualified teachers.
Another position for Gifted Itinerant (a position that is shared by two (2) other elementary schools) is also available. This is a good starting position for any candidate seeking to enter the MDCPS system.
Dr. Riaz has a contact at Florida International University and Ms. Kativa Jerry-Edwards will reach out to her contact at Florida Memorial University.
Comment (Jerry): The situation in the 4th grade bathrooms is out of hand. We use to take our students as a group to use the facilities. Can we go back to this procedure? The problem is that 5th graders are using the 4th grade bathrooms.
Answer (Dr. Riaz): We will address it.

Curriculum Issues
Question (Welch): What happened with the interviews for the teaching positions?
Answer (Dr. Riaz): We are interviewing applicants with little to no experience with public school curriculum. There is a lack of quality teachers.
Question (Prieto): Can the lab be utilized for whole groups?
Answer (Dr. Riaz): After testing and diagnostics.
Comment (Dr. Riaz): Accelerated Reader (AR) – No primary funding. STEMscopes will be purchased for primary in the future. We are purchasing this program for 5th grade.
Comment (Quintero): Ms. Prieto brought to my attention that her students cannot access AR. There are no products assigned. Dr. Riaz asked that Ms. Prieto send the error message via email. Ms. Prieto will forward the email with the error message that was previously sent to Ms. Quintero.
Reflex Math: Mrs. Johnson, Third Grade Teacher, wants to add names and she received a message to refer to administration.

Budget Updates:
Dr. Riaz summarized the following:
We have 21 teachers that are paid out of discretionary funding. One (1) teacher is paid from Title I funding.
EESAC Funds:
We have some funds from the school supplies funding structure (8359). There is $2,246 available. We would like to vote today as to how to utilize these funds.
Suggestions:
• Toner for the printers
• A/R incentives
• Rolling coolers for class field trips and snacks
• Photos for media center back wall
• T-shirts for student field trips
• Reflex Math incentives
• Bumper stickers for student of the month (used for student recognition school wide)
Comment (Dr. Riaz): If we do not have enough funds from EESAC, perhaps PTA can help with the cost of the rolling coolers.
Motion to purchase toner, incentives, coolers. – approved

Title I
Parent meeting took place and the parents are very excited. Parents are more computer savvy and able to fill out information on the screen.

New Business
Question (Welch): What about our partnership with Winn Dixie?
Answer (Dr. Riaz): It is about to expire in December.

Comments/Concerns – none.
