BROADMOOR ELEMENTARY SCHOOL
EDUCATIONAL EXCELLENCE SCHOOL ADVISORY COUNCIL
(EESAC) BYLAWS

I. PURPOSE
The purpose of the Broadmoor Elementary School Educational Excellence School Advisory Council is to work together to ensure improved student achievement. One of the ways the council will do this is by preparing and evaluating the School Improvement Plan.

II. COUNCIL MEMBERS
The Educational Excellence School Advisory Council is a representation of the ethnic, racial, and linguistic community of Broadmoor Elementary School. The council consists of 5 teachers, 1 alternate teacher, 6 parents, 1 alternate parent, 1 student, 1 alternate student, 1 educational support employee, 1 alternate educational support employee, 2 business/community representatives, the UTD steward, and the principal.

A. COMPOSITION
The Educational Excellence Council is a representation of the ethnic, racial, and linguistic community at Broadmoor Elementary School. The council consists of 5 teachers, 1 alternate teacher, 6 parents, 1 alternate parent, 1 student, 1 alternate student, 1 educational support employee, 1 alternate educational support employee, 2 business/community representatives, the UTD steward, 1 alternate UTD steward, and the principal.

B. ELIGIBILITY
All teachers, student services personnel, and the media specialist employed by the school are eligible to be elected teacher representatives to the council. All other persons employed by the school, including paraprofessionals, and those who are not defined as instructional or administrative personnel and whose duties require 20 or more hours in each normal working week are eligible to be elected education support employee representatives. All parents and guardians responsible for a child enrolled at Broadmoor Elementary School are eligible to be elected parent representatives.

C. TERMS
The terms of office shall be as follows:
1. Teachers shall be elected for a three year term.
2. Parents shall be elected for a one year term.
3. Students shall be elected for a one year term.
4. Educational Support Employees shall be elected for a three year term.
5. The community representative shall be appointed by the principal for the term of one year.

D. Responsibilities
Any member who has two (2) consecutive unexcused absences or who does not send their alternates from council meetings shall be considered to have resigned. The member shall be replaced following election/selection procedures as stated by these bylaws.

EESAC members or their alternates are expected to:
1. attend all regular and special meetings.
2. communicate with constituents to collect data and opinions for decision-making.
3. report to constituents the actions taken by the EESAC.
4. consider the needs of all students when making decisions.
5. contact the chair to report if their alternate will be attending.

III. ELECTION PROCESS
A. MDCPS Council
MDCPS council members shall be chosen by the general faculty. The election process is as follows:
1. During a general faculty meeting applicants may volunteer to be placed on the ballot for council membership.
2. Applicants may apply in writing to be placed on the ballot for membership.
3. Applicant’s names will be placed on a ballot and brought to the general faculty for voting purposes.

B. Parent Council
Parent council members shall be elected by parent representatives during a Parent Teacher Association Meeting.
1. During a general P.T.A. meeting applicants may volunteer to be placed on the ballot for council membership.
2. Applicant’s names will be placed on a ballot and brought to the general P.T.A. for voting purposes.

IV. RESPONSIBILITIES OF ELECTED COUNCIL MEMBERS
A. Select a Council Chairperson to set the meeting agenda.

B. Select a Recording Secretary to record meeting minutes.
1. Minutes shall be kept for all meetings. Copies of the approved minutes shall be maintained by the school as a public record. In addition a copy will be posted on the internet.

C. AGENDA
1. The Council chairperson shall prepare and distribute the agenda for all regular and special meetings.
2. Interested parties that wish to present an item to be placed on the agenda may do so in the following manner.
3. All items for the agenda must be submitted in writing and forwarded to the Council Chairperson no later than the Friday before the Thursday meeting. Any items received after the deadline will be added to the following month’s agenda.
4. EESAC members must receive at least 3 days advance notice in writing of any matter that is scheluded for a vote.

D. Attend monthly council meetings. If a council member cannot attend they must choose an alternate representative.
E. Any council member unable to attend a scheduled meeting must notify the chairperson. This will be deemed an excused absence. Any member who has 2 consecutive unexcused absences from a meeting shall be considered to have resigned. The member shall be replaced following the election procedure as stated in the bylaws.

F. All council members may introduce items for discussion to the meetings.

V. MEETINGS
A. Regular meetings will be held once a month in the Media Center at 3:30 p.m. All meetings shall be open to the public and shall not be held in any facility or location which discriminates on the basis of sex, age, race, creed, color, origin, or economic status or which operated in such a manner as to unreasonably restrict access to such a facility. All meetings are held at a time that is convenient to parents, students, teachers, & business/community representatives.

B. Special meetings
In the event special meetings are needed, the principal, chairperson or a majority of Council members may call a meeting.

C. Cancellation
A regular meeting may be cancelled by the council.

D. CONSENSUS DECISION MAKING
The decisions are made via consensus. A majority of the voting members of the Council shall constitute a quorum. A quorum must be present before a vote may be taken. A majority or two-thirds vote does not define this process. Consensus allows teachers, administrators, support personnel, parents and community members, as a group of professionals, to reach agreement on common goals and on the strategies to reach those goals.

E. AMMENDMENTS
Bylaws will be reviewed annually by the Educational Excellence School Advisory Council.




School Improvement Plan/Action Plan Reviews/ Data Updates

Goals, Strategies and Action Plan
The staff just completed the 2018-2019 Continuous Reflection Worksheet during the last faculty meeting. I sent the staff an email with the summarized version and each grade levels responses. I created a summary with the responses provided by the grade levels. Thank you for your continued support. If you feel the document should be revised, please let me know. Most of the grade levels echoed that we were fully implementing Academic Programs/ Support. We still need to focus on increasing School Culture. One grade level commented that they really liked that the teachers with perfect attendance were recognized but they failed to give the teachers their prize immediately. To summarize, the staff felt that they would like more informal opportunities for feedback during the next school year. Feedback will be used during synergy where we design a PD for the teachers in our school. -Riaz

iReady
The third iReady diagnostic assessments will be completed by tomorrow. We were waiting for the third grade Florida Standards Assessment results to test for the students who needed it to be promoted to the next grade. When we look at the whole school, the scores look promising.

Math Topic Assessments
We are currently working on the getting ready for the next grade series and CPALMS lessons. We have finished the curriculum based on the pacing guide, so the teachers are doing the “Getting Ready” lessons to prepare for the next grade level. We won’t assess because it will be unfair for them. We are just exposing them to the next curriculum for the next year. -Riaz

FSA Weekly Assessments
We are still working on this until the end of the school year. -Quintero

Monthly Instructional Focus
Third grade is focusing on writing and grading their writing at a fourth and fifth grade level. –

Professional Development Opportunities
The following are the professional development opportunities that the district is offering:
-Summer HEAT professional Learning 2.0 (June 10-14, 2019)
-Summer Poetry Teachers Institute (June 24-28,2017)
-Summer 2019 Teacher Certification. Recertification& Endorsement Courses
- Mindful Kids Miami (MKM) Mindfulness -Based Stress Reduction (MBSR and Mindfulness-Immersion Training Professional Development June 10,11,12&3 or July 29,30,31 &August 1)

Not everyone needs to be reading endorsed- Welch

Yes, the law states only the teachers that will teach Tier 3 students must be reading endorsed. -Riaz

Only 3,000 kids will be affected. A lot of teachers are thinking they must be endorsed in reading. -Welch
I am unsure about that number but, the state law says all Tier 3 students who are the students that scored on iReady two grade levels or below must receive intense intervention by a reading endorsed teacher. For example, Ms. Cabrera must be reading endorsed to teach the IA program. Right now is a great time to do this since the district is offering them for free. -Riaz

RTI / Leadership Team Reviews / Updates
We are meeting with parents of the students we are going to be retained. Every student who is being considered for retention needs a Referral for Assistance form completed by the teacher. We have a list of students that we are waiting for the Florida Standards Assessment and SAT scores to be released so we can refer them to the gifted program. We have currently staffed a few students for Speech and SLD. We are still trying to increase our gifted enrollment. We are going to submit more cases. - Galceran


Open Forum/ Discussion
School Operations
We are in good shape. We were told to stop spending money which is affecting our summer budget. This year we are scheduled to host summer school. It begins July 1st and ends July 30th. We should be ok until then. We have cut the hours for custodians, office staff in order to have money in our budget for the employees to work summer school, we have only eight eligible rising third graders that have qualified for summer school. We are waiting for the summer school scores around May 30th to know how many of our students will be attending summer school. -Riaz

Curriculum Issues
We had our last STEM night May 21, 2019. It went well! -Galceran

Budget Reviews / Updates
The budget was reviewed already. -Riaz

Title One
The Fathers in Education breakfast was successful. Mr. Rodriguez was very impressed. Fathers opened up and it was wonderful to hear about different experiences. We also taught fathers about the 15-minute webinars that teach parenting skills. -Riaz

Yes, this was a fun one! It was nice to connect with other fathers. Some fathers even read to students in classes and it was a lot of fun. -Rodriguez

New business
Comments/Concerns
We started a new tradition of sending off the fifth graders during their walk to the cafeteria for their graduation. It was really nice!- Riaz

I really enjoyed it and the kids loved cheering on their relatives! -Johnson

Coach Reyes has put a lot of effort into planning field day! First grade will do it alone and kindergarten opted to do their own event. Second and third grade is the biggest group and they will do it the same day. Fourth and fifth grade will also do it together. This may affect their scheduled lunchtime, but it should be ok. We met as a committee and decided what games to do and how it would go. Next year we plan on creating a committee for Pep Rallies, Field Day in the beginning of the year to plan out activities for the children. -Riaz

Yes, we can even get shirts! It would be great for us to build school culture! If other schools do it, we can too! -Jerry

Dr. Riaz I was very moved by the speech you gave during the fifth-grade graduation. The parents were so moved! -Quintero

Next year we would like to have a student make a speech during the fifth grade graduation that is involved in EESAC. That way we create leaders in our school. -Riaz
