The bylaws are as follows:

I) PURPOSE
The purpose of the Pinecrest Cove Preparatory Academy Charter School Educational Excellence School Advisory Council is to work together to ensure improved student achievement. One of the ways the Council will do this is by preparing and evaluating the School Performance Excellence Plan.
II) COUNCIL MEMBERS
A. Composition
The Educational Excellence School Advisory Council shall be made up of five teachers, six parents, one student, one education support employee, one business/community representative, and the principal. With the exception of the principal and the business/community representative, all members shall be elected by their respective constituent groups. The principal, teachers, parents, students, and education support employees shall also elect alternate representation. The Council will be representative of the ethnic, racial, linguistic, and economic community served by Pinecrest Preparatory Academy Charter School.
B. Eligibility
All teachers, student service personnel, and the media specialist employed by the school are eligible to be elected teacher representatives to the Council. All other persons employed by the school, including paraprofessionals, and those who are not defined as instructional or administrative personnel and whose duties require 20 or more hours in each normal working week are eligible to be elected as an education support employee representative. All parents, guardians or significant others responsible for a child enrolled at Pinecrest Preparatory Academy Charter School are eligible to be elected as parent representatives as long as they are not employees of Miami-Dade County Public Schools.
C. Terms/Members
The subsequent terms of office for teachers/ education support personnel shall be for two consecutive years following the election. The initial term of office for parents shall begin following the election to be held during the first parent meeting for the school year. The initial term of office for students shall begin following the election to be held at he beginning of each school year. Parents shall be elected annually, as well as students. The Educational Excellence School Advisory Council members shall elect the Chairperson and Secretary for a renewable one-year term. The election shall be held at the first regular Council meeting following the elections.
Any member who has two consecutive unexcused absences from Council meetings should be considered to have resigned. The member shall be replaced following election/selection procedures as stated in these bylaws.
D. Adding to the Agenda
Council members may add items to any regular meeting agenda by informing the Chairperson five working days in advance. Council members may propose an agenda item in writing by contacting a Council member five working days in advance and having that member follow agenda procedures. The agenda may be amended at the meeting by consensus. The Chairperson may pull an item from the agenda for consideration at the next regular meeting.
III) CONSENSUS DECISION-MAKING
The primary method of decision-making shall be by consensus. A majority or two-thirds vote does not define consensus. Consensus calls for administrators, teachers, students, support personnel, parents, and community members, as a group of professionals, to reach agreement on common goals and on the strategies to achieve these goals. Participation in the consensus decision-making process shall be limited to active elected members of the Educational Excellence School Advisory Council. Alternate members may participate if a standing member is absent.
IV) QUORUM
A majority of the voting members of the Council shall constitute a quorum. A quorum must be present before a vote may be taken.
V) MEETINGS
All meetings shall be held at a time that is convenient to administrators, teachers, parents, students, educational support employees and business/community representatives.
VI) AGENDA
All Educational Excellence School Advisory Council members must receive at least three days advance notice in writing of any matter that is scheduled to come before the Council for a vote.
VII) MINUTES
Minutes shall be kept for all meetings of the Educational Excellence School Advisory Council. Copies of the approved minutes shall be maintained by the school as a public record. The minutes shall include the names of those in attendance and any actions taken by the Council.
VIII) INPUT FROM NON-COUNCIL MEMBERS
Those persons who are in attendance at the Council meeting shall be provided an opportunity to discuss issues under consideration in the following manner:
Anyone may come to the meeting and speak before the Council.
He/She shall sign prior to the meeting and request to speak on specific agenda item(s).
The sign-in sheet shall be closed once the meeting is called to order.
The Chairperson may ask the Council to call a question to a vote or pull the item in order to limit redundant discussion.
IX) COMMITTEES
Committees may be established by the consensus of the Educational Excellence School Advisory Council.
X) AMENDMENTS
Bylaws may be amended by consensus of the Educational Excellence School Advisory Council.
